do motion detect settings on camera or NVR govern?

I have an NV1104 NVR and two Foscam FI9853EP cameras.

both the NVR and cameras have sensitivity, trigger interval, detection area and schedule settings.

Which settings govern the actions of the NVR? If the camera detects motion but the NVR does not, does the camera event "force" and event in the NVR?
