I have an IPM-721S that I am trying to connect to with Wirecast. The camera does show up as a source but does not accept the credentials. They are correct and I have created new users and admins with no luck.
I tries to access the camera using RTSP in Wirecast and VLC player but neither will accept the username/password. I am able to access the camera using the web browser and ipconfig software.

Did you try the RTSP stream URl for the camera? The URL is below.
rtsp://user:pwd@IP:rtspport/cam/realmonitor?channel=1&subtype=1

The short version is this:
You must use this URI--> rtsp://{login}:{password}@{CameraIP}:554/cam/realmonitor?channel=1&subtype=0&unicast=true&proto=Onvif
where {login} and {password} are your camera's login and password
note that you must add the port (":554") after the camera IP
