IF you have a Skil Saw or any saw that is like a skil saw you can use that.. Sorry don't know your age or your tool skill set but to be honest I would take some 2x4 for right and left guides, Set your 1x3 between the board with just enough room for the skil saw to make shallow cuts in the 1x3 the depth that you set the saw too. Run from bottom of the board to the top of the board on the right side, then run it back the other side if needing wider then a blade width then you can use the skil saw to clean out anything left between the 2 cuts to give 1 wide cut..
So I just looked up in youtube and found someone that is doing what I am talking about.. They use Speed Squares but it will give you the idea of what I am talking about and no need for a router.. I don't know this person and I didn't look to see if there was any other videos to cover what I was talking about I am sure there is but this will give you a good idea.. Because of the length of the area your working with you will need maybe 2x4 or some other guide that will be above your 1x3 and not let you go to far to right or left..
Start this Video at 40 seconds in.. I have used this method for over 30 years and most times I just use 1x stock or my 6' levels depending on what type of dado I am working with..

Another update: yesterday when doing the last install I had left about 3 inches of the 20 AWG wire under the liner so the wire could go under the video doorbell mount from the side as it had been. Tested it afterwards to make sure it rings and everything.
This morning FedEx guy hits the video doorbell button no chime from the camera and the doorbell chime inside starts humming and dinging. Pulled out the that 3 inches off the wiring from under the liner and now have it sitting just by the liner right next to doorbell on the other side and the humming and dinging stops immediately. Seconds later get the camera is successfully connected to wifi voice message from the video doorbell and everything is copacetic again. Ringing the video doorbell is no longer triggering the humming and dinging.

Don’t have a rotary saw but do have a dremel. Just ordered this off Amazon:

I have both a Roto Zip and a Dremel and I have router guides for both sadly I wouldn't try using either to do a long channel.. However if that is all you have then have to use what you have.. I would setup a right and left edge stop and because of the size of tool your working with your going to want to make sure to use something to keep the area clean of cut out or it will just beat you up trying to make a long cut and 2 guides holding debris. Normally if I was to use my Dremel it is for more precise art work like etching glass or something my larger tools will destroy..
