I just typed a long reply only to lose it all when I tried to post..
That has happened to me numerous times as well. It's intensely aggravating and I can discover no explanation for why it happens sometimes. I do try to remember to save a freshly written post to the clipboard before hitting submit.
This forum has a lot of limitations and really needs an update. Unfortunately, all the support is by volunteers.

Humm that is odd. User Locked is normally one of 2 things. IP Filter in place or wrong user and password info
the other Recources not Sufficient is almost always one of 2 things as well. Cable issue to Network (Make sure not damaged and or that it is not CCA) and or the NVR has reached it's encoding limit (Don't think this is the issue as the 5xxx is high end) SO I would try a different port on router, or different cable to however it is connected.
