IP3M-943 - Movement Looks Like Ghosts

I have an IP3M-943 mounted outside. So far I'm very disappointed because all motion looks like ghosts moving across the screen. It's basically impossible to make out a human face when someone is walking at a normal pace. I've played with various settings but have not been able to make the video motion look like normal motion. Has anyone else had this issue before? I can't imagine this is 'normal' quality of this camera. Any help is much appreciated!

WiFi or wired? I notice issues like ghosting and gitter/freeze when my wifi signal strength or bandwidth suffers.
