Is the image below where I would go to set a minimum shutter speed of 1/60 and a max of 1/500. and how does that relate to the numbers I would have to enter? I do not understand what 0~300 means.

The numbers are in milliseconds, not fractions of a second. To convert the fraction to milliseconds, use 1000 instead of 1, and use the answer of the equation as the number to enter. For example:
1/60 sec: 1000 / 60 = 16.66666666666667, so enter 16.67
1/500 sec: 1000 / 500 = 2, so enter 2.
Another way to visualize this is 1/60 of a second (1 / 60) is 0.0166666666666667 seconds, multiplied by 1000 for milliseconds equals 16.66666666666667 milliseconds. It's just quicker math to use 1000, instead of using one and then multiplying the answer by 1000.
