Solid red light, constant beep.

When power is plugged into wall I get Solid red light and a constant beep, Some times just on beep.

I opened the case and look at the board, noticed to fans aren't spinning, also a red light by a black square on the board with a 100 on the top of it. D2 with to arrows pointing to L4..

I already tried unplugging the drive cables, serialata and data cables. Tried starting back up and the same thing happens.
