Confused about sensitivity and threshold

2 IP cameras one inside one outside.
Inside camera detects motion ok.
Outside camera mounted on the side of a building about 13 feet up from sidewalk.
I need to have it detect motion between 10 and 25 feet.
Rarely detects motion.
Question about sensitivity, I'm thinking that a lower number means fewer pixels for dection. Hence more sensitive.
Correct or do I have it backwards?
Owners manual difficult to understand.

For sensitivity the lower the number the lower the sensitivity. Threshold is the other way around.
