I would suggest you to check with different power adopter if that does not help no other troubleshooting i can think of since it wont powering ON.

If you connects the IP8M-2496E directly to your NVR it will not show up in the IPconfig because the NVR will assign its own IP range and your network IP range is different than that. You can login to your NVR IP and access the cameras under device option.

If P2P status of your camera offline it may not connect. In this case the best way to connect the camera is do port forwarding.

IP8M-2496E will work without any issues upto 150ft with standard PoE 802.3af. Try to check with different gauge cable like CAT6 and see if that make any difference.

If you are trying to do it on phone app you may not be able to do it proper, Try to do it from computer by login into the cameras web interface.
