Amcrest offers many different IP cameras from Wired to Wifi. Every camera type is able to be disabled in 1 way or another. Jammers are something that has been going around for years. Well you might want to talk with Amcrest. My guess is if you have a FW that has a date newer then the Stable one that is online. So the up and down stepper motor is in the head of the camera if it is a Full PTZ like a 850, 853, 858 and so on. My guess is that either the motor is bad or the Stepper driver circuit is bad.
