I think you already tried most of the troubleshooting seems to be power supply part, I would also recommend to check cameras power adopters.

Hi amcrestnoob,
You can have two NVR at same network the local IP address and port numbers of NVR's should be different when you are adding it for remote view through IP or domain you can use public IP and the respective port number of the NVR.

Hi tfran1990, If you added your cameras using public IP address or ddns you will be able to view from WAN fine, But you may not see the cams on same network try adding the cams on device manager using local IP address and the TCP port number when you on the local network you can switch viewing with ...

It might be the IP address issue, Since your second camera connected to power line adopter it will kind of make it as sub network and you may not be able to ping that from your ATT connected devices, Try pining the camera.
