I had a 12v power supply lying around and decided to try it out instead of doing PoE. It works... Was the PoE feature just false advertising?

I have an IP8M-T2599EW, which I am trying to power via a TL-SG2008 PoE switch. I plug it in, but get nothing. There is no indication on the camera, and the switch does not detect a device on the port. I'm looking through the software interface for the switch and don't see anything about enabling PoE...
