So to access the web ui do I enter the raspberry pi public IP or the camera IP?

ok so my amcrest cam is connected to my raspberry pi with its own static IP. I can access the web view app from chromium on the pi itself and I can access the web view app if I connect the camera via ethernet on my home network but I CANT access the web view app if the camera is connected to the pi ...

I think I will need to set up the pi as a wired router in order for it to assign the camera a static ip

So, the project...
I am not using the camera for traditional home security. The camera will be used on a drone. I chose this camera due to the fact that it incorporates a working gimbal.
Hopefully this explains why I only need to connect 1 camera to pi via cable.
