How to zoom in on downloaded video

My neighbor had a house fire and I was able to capture the source of ignition on one of my cameras facing their house across the street.

I downloaded the video to MP4 format but I'm not able to zoom in the same way I can when I'm playing back the video on amcrest surveillance pro..

Is there some way I can zoom in on the downloaded video using MP4 or another format?

There must be dozens of possible answers to your question dependant on what exactly you need to do but one easy way to zoom the video whilst viewing it is to use VLC MediaPlayer which allows interactive zooming.
