New IPM-751 won't PZT, no controls in web view

IPM-751 powers on, i see live video, but there are no controls in the Web View app on the right side to move/pan/tilt/zoom the camera. Tried IE/FF/Chrome on multiple computers. Also won't PTZ from iPhone 6s. Camera is brand new and has never worked.

I have another Amcrest indoor PTZ camera that works fine from all of the above sources, ie, has the "compass rose" style movement controls.

The IPM 751 vandal dome camera does not have pan and tilt option. You can only manually adjust the viewing angle.
