I purchased the IP4M-1028W in 2017, does this camera have POE. I looked through the manual and I'm unsure. I'm looking to switch the camera over to POE from wireless that it is currently on.

If it was a POE version it would be 1028EW in this case you show it as plain White model.. you can still use poe, you will need a POE splitter. Make sure to use one with right voltage output. This will take your poe in split out 12v from ethernet and use for cameras connections.
