IP3m-956W wont rotate

I had bought the IP3M-956W camera and initially set it up in my kitchen till I could get the time to set it up outside. The rotating of the camera worked fine then. When I finally set it up outside it will no longer turned and rotated just pointed down. I have reset it using the button on the camera, reset it via the web, unplugged it, even ran a new outlet closer to it. I have also reinstalled the latest firmware and the older version of the firmware. The app will not make it rotate and via the web it doesn't even show the side of the screen that controls the rotation. I don't know what else to do.
