So after selecting Static from the previous post and clicking save, I then click on Refresh and it reverts back to DHCP:

I have this same model and firmware version of this camera installed in my apartment on my home network. No remoting in/VPN/firewall/etc issues.
AND I tried changed it: It works
CORRECTLY! (face-palm).
I never bothered to try setting static IP addresses on it because I set all the static IPs through the DHCP service in pfSense on my local router.
So, yup, I think you nailed it: Its either some network setting (firewall, blocking, etc) or perhaps something odd on the Google Fiber network where they are installed.
Not sure how to troubleshoot this, but I am working on getting access to the Google Fiber router so I can set those static IP addresses in it DHCP tables.
