What is the best way to turn OFF the cameras attempts to access the Amcrest cloud? Is there an easy switch somewhere in the camera config or do I have to just block it at the router?
(Why? The homeowner's Internet connection uplink speed is so slow that the cameras consume it all. The connection is very asymmetric, with a good DL speed but almost nothing for UL.)

All you need to do is set the camera's IP, gateway, and DNS addresses manually on the camera. Set the gateway address to an unused address on your subnet that's not your router and the camera won't be able to send anything outside your LAN. If the cameras get their address via DHCP set the gateway address your router sends in DHCP responses to something invalid.

What are you putting in the DNS fields? My Untangle box lets me block the Amazon IPs.
