Your initial post indicated the problem ONLY occurred when opening either ASP or IP Config Tool. Now it's only when the PC is rebooted which is a whole other bag o' snakes -- which I would agree points more toward a network issue between the PC and modem than a software issue being mysteriously
controlled by Amcrest servers.
Does your ISP require PPPoE login authorization for the modem to get online?

Amcrest Cloud itself is yet a whole other bag o' snakes and has indeed been known to override Amcrest device configurations under certain circumstances..., though to the extent such activity could actually create a condition on the network between your PC and DSL modem that would reboot the modem is highly, highly unlikely.
But...., Are you sure you don't have any cloud connectivity via Smart Home/Amcrest Cloud that could be somehow influencing things?

That control would be Amcrest devices that has access to and no reflection to other party hardware.
