I have two Amcrest cameras: IP3M-956 and IP2M-841. I've updated firmware on both with the latest and now got an infamous "Resources are limited" with remote access with Chrome plugin for 956.
What I did/check:
- it is interesting that 841 works fine inside and outside of network;
- I've forwarded HTTP, TCP, UDP and RTSP ports on my router;
- from the inside of network both cameras are fine in the plugin;
- tinyCam Android app works fine (it uses RTSP stream, I guess).

Change the camera's HTTP port to eg 30000. Then port forward that exact port on your router. In other words, don't forward 30000 on the router to 80 on the camera. Make sure that they're exactly the same value. After I did this my IP3M-956 works. This is only with the latest firmware (3/28/2917). The previous firmware from August 2016 works fine. I know this because I have two fully working cameras, same model, on that older firmware and they work flawlessly. New firmware is jacked. I need Amcrest to release the same firmware fixes that they've done for the IP2M-841, for the 956.

Dhry, thanks so much. taht actually works. I which amcrest would remove all this garbage feature and instructions and just gave us straightfoward best practices, this is what current works config. wasting so much time on these bugs.

I had exactly the same issue and this solution worked. Make the external HTTP port the same as the camera's own HTTP port. If you have it set up to forward say port 80 to port 8080, then it seems ok at first but when you try to stream video you get the message "resources limited..." Putting them on the same port (and forwarding that through your router obviously) is an instant fix.
