I have a NV4108E NVR and 4 cameras connected via Ethernet.
The Amcrest View Pro app worked fine, and then randomly started not connecting to the cameras. Nothing changed with setup, it just started failing to connect to the cameras.
The Amcrest View Pad Pro works fine with the same setup.
The NVR is connected via P2P setup. I tried uninstalling the View Pro app and reinstalling, but it still won't work. I can uninstall and reinstall the View Pad Pro app and it works fine. I don't want the View Pad Pro app because the GUI has PTZ controls that take up half the screen and my cameras aren't PTZ.
I have tried on a Nexus 5x, Galaxy S6 Edge, Galaxy S7 Edge and Nexus 9 tablet, and none can get the View Pro app to work. All can get the View Pad Pro app to work using P2P, and using IP setup didn't work either.

Also, I believe the View Pro app is connected to the NVR, just the cameras won't connect. The app shows the NVR and the cameras connected to it, and if I change the password to something incorrect, it won't login and tells me the password is incorrect. I can see the settings for each camera and can update the settings successfully, but the cameras won't display.

Not sure what is causing the issue. Did it start after the Amcrest view Pro app updated to the latest version?
Please try power recycling the NVR to see if that helps. Can you try manually typing in the serial number of the device instead of the scanning the code? This method worked for a couple of users who had this issue.

The issue has been present for a few months, I just haven't had time to look into it until now. So it's not the new app update causing it.
Typing in the s/n manually doesn't work either. The NVR has been power cycled many times.
Will other apps work, like TinyCam? Their Android app supports NVRs and Amcrest cameras, but I don't know if it will support Amcrest NVRs.

I am also able to view the recordings on the app, it is just the cameras that fail to load. So the app is connected to the DVR, I just can not view the cameras in real time.

You can try the tiny cam appp they work fine with Ip cameras but not sure about the NVR.

They are Amcrest IP2M-844E cameras. It is all hooked up correctly, as I can view the cameras on the other app, and I can view the recordings on the Amcrest View Pro app, just not live view them.
