Hi,
It looks like the camera is not getting power. Make sure the camera is powered on properly using the power adapter/splitter and that the cables are plugged in to the back of the camera (both power and BNC) properly. You can make sure the camera is getting power by covering the lens of the camera with your hand. If the IR lights are not glowing up then the camera is not getting power.
After confirming that the cameras are getting power and they are connected to the DVR correctly you can try a reset on the DVR. For this go to the Main Menu > System > Maintenance > Default Settings - Restore. Make sure all the options under the Restore are enabled. Please note that resetting will load the factory default settings of the DVR and any settings that you have done previously will be wiped out.
