I keep a close watch and very tight control of the firewall on my PC.
I don't allow ASP access to "any" ip. I've limited it to only the ip of my NVR on the LAN. I've done the same thing for Internet Explorer because the only time I ever use EI Mode in Edge is for the NVR Webui. (I actually had to reinstal IE to use it with the Webui)
After getting everything setup and modifying the firewall rule for ASP so it can only access the NVR I got another firewall notification. This time it's trying to connect to an outside IP. I do not and will not ever use the cloud for anything so it shouldn't be for that.
If I create a block rule, ASP says the NVR has gone offline and my live view feed goes blank.
If I don't create a firewall rule ASP keeps working.
ASP is still being blocked from reaching that ip and will continue to be blocked from doing so unless I create an allow rule. So I just disabled the firewall notifications for ASP and it keeps working even though it can not reach that outside ip.

May want to double check that your P2P isn't enabled on the NVR or any cameras that are connected over the normal network. If P2P is enabled and the system is connected with Internet access it will reach out to setup a Ping for when you want to access from the outside of your network. If that isn't something you want then you will want to disable that.. After disabling it, it is said that it can take a few hours for it to stop the Ping Requests..
