This -->> "Resources are not sufficient. Failed to enable the video" <<-- is a crap error message!

Fixed this by just disabling the audio in the camera configuration. For some reason anytime I try to use audio for this IPCam it craps out my video stream.

@randallc79 Hello and Welcome to the Forum

Sorry to hear your having some issues... I am going to guess seeing I am not there don't know the quality of install or type of hardware used. I am going to guess that your either one of a few things that might be able to fix this... In fact there are many things really but I will touch on some of the basic...

First if this is a Wired Camera! ie On cat 5 or Cat5e or better it might be that your cable is either damaged or using bad cable... IF it is CCA it is CACA just they forgot to add the A lol... Anyway one of the ways you can tell is that if you take your finger and thumb and you can press the cable and it can be pressed almost flat and you can feel the cables inside the casing move around between your fingers then it is CCA at best and depending on where it was bought could even be worse then that... Don't let the words and letters on the casing fool you there are a lot of people out there that is selling JUNK cables... Some know it and maybe just maybe some don't...

Another issue within the cable realm is that it might be that the cable is to long... or bad connectors and even a bad connection inside the camera it self..

Another issue is that the camera might be suffering from not having enough Power.. Could be that the power supply is bad or under powered... while this wouldn't make much since from 1 stand point however if one was to say take a 1amp power supply and connect it to a camera that was only running in day time mode, turned off mic and didn't have much going on that could cause a ramp in current needs the camera might be able to work without much issue.. however in the event that the camera was to add IR at night a person might have issues with the camera not working well or at all at night...

There is a Stack of things that it could be and sadly it is really hard to say.. I do know that the MIC part of the camera has on most cameras I have had the pleasure of repairing does have a lone voltage regulator... If the camera was say an indoor camera and was used outdoors even under cover I guess it could be that the Mic regulator has become damaged by humid weather???

Actually had this using Firefox 73.0.1
Switched to another computer using WIN7 and older version of Firefox 43.0.1 and works fine. Some older IE's also work, I couldn't get Edge (WIN10) to work.
Found this with a bunch of different devices of different manufacturers and firmware versions.
Hunt might be on to find a browser that works with specific devices.
I think it's the plugins for livestream inside the browser are the problem.
