There are a few different things to think about when looking at the 2 different cameras..
first is that the Turret for sure has more then one model to choose from depending on your needs.. the 25 may as well but I don't know much about it to be honest.. I do know that looking at the 2.8mm 25 or 24 both with 2.8mm lenses the Turret would have the ability of a deeper view at night 164feet over 98 for the 25.. Also the FOV are little different between the 2 as well.. So maybe you want the Wider FOV Another thing that might be something to think about, Say you have a long lot with the need for 2 cameras one 100 feet in front of the other for best picture.. You could get the 2544EW that has a 4x zoom with a Motorized lens from 2.8 to 12mm.. While I don't have that model I do have a 4mp 4x zoom 2.8 to 12mm dome and in the area that I have it installed it does come in handy.. I have a 2mp bullet with the a different type 2.8 to 12mm Motorized Varifocal camera it just isn't as fast of zoom and focus as the 2544 is.. So say you had a Gate at the back of your property and for best quality picture 2 cameras would be needed as I was saying with just the 1 with zoom if there was someone at the gate you wanted to get a better view of them zoom into the area..
Anyway it is hard to say what will work best for you.. To be honest if you are working in an area that is really dark at night I would personally look at 4mp or lower for the best quality picture at night however if your day traffic is what is important then 8mp would have much better day video the night time might suffer a little.. Just something to think about...

I actually had to replace a couple of the 2.8mm ultra-wide cameras with 4mm because of the fisheye distortion. That, and the the ultra-wide showed too much of the wall behind it when installed in a corner and the picture was being washed out by reflections from its own IR illumination.
I also bought the motorized zoom version and regretted it. Think of a PTZ camera without the ability to Pan and Tilt.

Yes in that case it would look like you will want the 2499 over the 2599 as it seems from what I can find the 25 only has the 2.8 However there is another thing if you could use the 2.8mm but only holding back because of the IR Bleed back I would say get an IR Blaster in the area you want to use a 2.8 and setup your camera to not use its own IR as an option if your missing some of the area of Interest... Just an idea... Also an camera that isn't a Fish eye but has the effect sounds like the camera isn't using a true size MP lens and the lens in use for the Sensor is causing the Distortion.. Like if I take my 3mp Lens and put it on my 12mp Box camera I will get a Fish eye look with a black ring when at 5mm at about 10mm to 50mm that ring isn't present and that fish eye look goes away my 5mp lens has kind of same effect but less to notice and my 8mp lens don't have that issue at all sadly I couldn't afford a 5-50 8mp CS Lens so I use my 3mp more often then not on that camera..
May I ask why you Regretted the Zoom? or was that what you mean in your text after..
So like I said I have a good amount of cameras.. I have some ok I have more Zoom cameras that I care to admit lol I like to Collect things my wife says... Anyway I am going to guess that you might be talking about some things that I did with my first Static Zoom camera mind you this is after owning a few PTZ already but wanted to have a zoom camera that I could use on my Long Drive at my place on the West Coast.. Got it all installed, looked at the feed and thought yeah that works locked it down and returned to my Control room as I used to call it lol.. Went to zoom in and that perfect view was way off in an area that I didn't want to look at hahaha.. So I since found my Best solution and when I installed my newer zoom camera that was only 4x 2.8 x 12mm 2mp, 3mp and have a 4mp as well... The best way to set them up to be honest is to Zoom the camera all the way into the 12mm area install and point to where you want your FOV at the tightest point.. If your length of view isn't deep enough for a clear picture of any point with 12mm then back it up until you get to your View point maybe it is 10mm.. Like in my Text above where I was saying using 1 zoom camera in area of 2 cameras needed.. However it is not as easy if your subject is out of the focal area then you would want a PTZ... However in the right scene a zoom camera as long as it is a True Zoom and not like my 2mp Motorized Varifocal camera that is really a Set it and forget it kind of thing because once you zoom you have to then focus where a true zoom camera will have the ability to Auto Focus and that is like my 3mp and 4mp dome cameras.. My other older stand alone Zoom cameras are long range zoom, I have them from 10x, 12x, 20x, 22x, 27x, 37x zoom box cameras.. Have some bullet zoom cameras as well not counting my PTZ full sized dome cameras that are 10, 12, 18, 23, 27, 32, 36 and 37x respectfully., Out of them I only have 23x and 27x and 36x that are LED dome cameras and a Junk 4x Foscam ptz mini ir dome that I don't use but own lol..

I have found that if you are starting out with a high-resolution picture you wont need optical zoom because you can just digitally zoom into an area of interest and still have a decent picture.
With optical zoom yes, always zoom onto your target when focusing and composing your shot, then zoom out.
However, when you are optically zoomed into something and there is action outside of your framed shot, you dont see or record it, but if you are recording wide in high resolution, you do.

The SD card size is double, and Amcrest says its viewable with "Pale Moon and Sea Monkey Browsers, IE, Safari, Firefox 49. 0 and Chrome with Amcrest Web View Extension." Hmmm.

Well there are many things on the Plus side with many different things... To be honest it can be for whom could use the camera in it's current state.. While I do have other cameras Last night I took a Picture of one of my system with same Camera side by side.. The only thing is one of them I took the camera from a different style camera and added into the camera housing so I could have 1 with 2.8mm and they normally have a 5mm.. So I wanted to show you what it would look like and while it isn't a 4mm it does give you a little better of an idea.. Mind you these are 720p camera so quality isn't going to be upto par with a 4k camera but again is to give you an idea of what a difference it can make.. These cameras are 10' apart facing same area of view..
Don't mind the names I removed a camera and put in another one this isn't a IP camera or NVR so name changes have to be made and I just wanted to get the picture taken so this was on my Normal channel that I have a LPR with low LIght sorry not to confuse.. These 2 are both Dahua 720p IR cameras

By the way for better view if you right click and view in another tab then you can blow up to the large size sadly I didn't size it down before adding.. Also this is not a screen shot but a picture taken from my Samsung S9..

I have found that the audio quality of the 2599 is inferior to the older camera, AAC only going to 1600 as opposed to 64000.
The picture seems much grittier than the 2499, as well.
