Camera was working fine for about a month and had local power issues unrelated to the device (I believe).
Electrician for the property fixed. Now the lights are both stuck on, no green or red led, and no connectivity. Tried reseting multiple times and still nothing.
I believe the only thing left is a power cycle. Electricians installed the camera (they were certified but I know they installed hot). 2 very poorly marked power panels with multiple tenants so I don't think that's an option.

Hello and Welcome to the Forum
Sadly that is one issue that needs to be addressed in all Flood light install.. There needs to be a way to Remove it from power in the event there was a Power Outage because there is at times where the Light can get stuck on. I don't personally own this camera at this time I would love to as I have a great spot for one..
My Garage was at 1 times built where the outdoor Sensor light didn't have a Switch and got tired of a minor outage would cause the lights to stay on even on at day time because it bypassed the sensor all together.. So I installed a Switch that is Hidden behind the door when open. I have Labeled the switch and in the event that it was like your light that has a Camera I would also add a Lock Box cover that would keep people from turning off without a Real reason..
So While again I don't own this I am only going off what I think I would do if I made this light and that is when you make a connection to the light aka Camera and do a Reboot your only doing a Reboot of your Camera not your Light in a since while the Light power is what is powering your camera they are in 2 different systems.. While I am not sure but if even you were able to turn on the light by remote you still are not telling the light what to do your Telling the Camera you would like Light and it is a Alarm OUtput kind of thing that then trips a Relay and this makes the light go on sadly it don't do anything to turn light off only that Relay...

Yeah I'm getting another electrician back out here at some point and that sounds like a good idea. I have several other jobs, but getting a contractor where I live is insanely tough.
In the mean time, I'm probably going to play with hot wires, shrug.

Sadly it isn't a good idea doing that.. If you have never dealt with High Voltage wiring I would highly Recommend that you don't do this..
When it doubt and something I had to do 30 years ago on my house in WA because the owners before didn't label the breakers in that house.. When I needed something and didn't want to take all day turning off a Breaker and running up to the other side of the house to see if the breaker had turned of the front porch light that I wanted to replace.. I just Flipped the Whole House off.. On another idea most houses today have to have the breakers labeled and with that it should have been added to one that should say Lights.. Should have been done and to be Honest paying someone to install something and not Disclose what Breaker it is on is really bad Practice in my mind...
The good news today there is less things that require you to Setup time and all that nice stuff as it most times are working over Network or Atomic Clocks and setup Auto.. Turning off full house is better then ending up in the hospital or dead...
Most times the only time I have ever worked on a system was my Sisters place in CA that needed a new Main Breaker and it was weekend and 1/2 the house was offline with no AC at 100 degree weather. However my Grandfather being a Lic Electrician I knew many things about what to do or not to do and had the right tools to do it.. Remember it isn't the Volts that kills as people try to say it is the Amps

Had an electrician out for something else. We cycled power and its still sitting with lights on and no wifi connectivity. Putting in a locked switch sometime next week because why not but seeing if there's any other idea.

I am not sure really. I can only make guesses on what might have happen with the type of Circuit that I would expect to be in such a Device...
If we look at this device as 3 items into 1. You will have the 1, Light, 2 PIR/LDR Circuit and 3 Camera..
If a Power cycle didn't turn off the Light then 2 things might have happen.. 1 the #2 above has been damaged and the protection circuit is in a Closed Circuit setup and honestly not good idea but might be by design because it is a Light better to be broke on then lost in the dark.. or second issue could be seeing you said your not able to access the camera that the camera has a fault circuit that clamps the Relay again because it is a light.. Or it might be that it has a Last State Return setup and without having access to the camera it is in a On state..
Personally I would have to see the camera and do testing to know for sure what the issue is... But that isn't going to happen here is some things I would do..
First, Removing the Power and Restoring it right away can cause it to fail just like any other Motion Sensor light system and while I don't know what if any but there might be a thing in the manual that says you need to remove power for xyz time before restoring power.. (Mainly this is because the Memory of the motion sensor has a Cap that needs to be Discharged so it can reboot) SO like for my light if my Garage goes offline and back online before the Motion sensor has a change to change state from on it will return on and not under stand the sate it needs to be on so it stays on.. (Dumb Smart Device) Sadly no access to the device until it is turned off for 2 minutes.. Once it is turned back on it goes though the Circuit checks and goes back to a Ready Mode... My guess is that the Camera light has some type of same issue going on if power off and on isn't done just right.. Again why a Switch can be handy
Last and sadly no one wants this but it might be damaged and needs Replacement...
Lastly and this I am sure is something that no one wants to mess with.. But does the device has a Reset Switch that you can Press with a Pin or by access because it might be that it will need a Reset and after the reset it can Cure this? There are many Reset types and maybe they have one installed in this that would Remove the power from the Caps that resets the camera and will then flip the Relay that has the Light on.. I am guessing that maybe it isn't the PIR/LDR that is keeping the light on but maybe the camera that you don't have access to..
My only light camera I own from a different company don't have a cool PIR and sadly works off camera movement so I have turned it off for the winter seeing it loves to turn on 100 times a night plus when it snows and it is bright so I don't want to tick off my Neighbor that is 60 feet from their room.. However if I remove it from power and plug it back in first thing it does is Switch on the Light no matter if middle of day or night.. Then after set time in programming it turns off and goes back to state I had it
