Stanley the Site Admin from long ago post 2 in this thread kind of gives away the whole thing.. Amcrest Cameras while being Dahua type Cameras don't support Telnet... With all the issues with people talking about hacking cameras why would anyone want to open another port that someone might be able to exploit?

I have older Dahua Cameras that I always thought was Odd to see Telnet port open without any info about why or what it was used for.. The manual don't talk about it.. The Config backup don't say anything about login other then the Port is Open
However looking over my very old 3mp Zoom camera that hasn't had an update since 2014

However funny thing is my Amcrest camera does have info for telnet listed and it is Set to False I enable it and still false even though it is enabled and that I found by Nmap... There is no open port on 23 after you open the port even though your able it has been Removed by Amcrest for safety reasons... Also both cameras are POE cameras both are 3mp cameras and both are running different software..

Thanks for the quick response despite the older post. I think your're 100% correct in that they removed the service although the API command is still active, it just doesn't do anything.
My main goal is to have more control over what the camera displays so that I can eliminate the customers need for having a computer or OBS to update names and scores of matches being streamed. Thus creating a one-stop device to manage a stream at a lower cost for customers.
